Opening in Paris, the energy summit intends to raise billions of euros to finance increased access to clean cooking methods and aims to cut millions of premature deaths worldwide, particularly in Africa. On Tuesday, delegates from 50 nations will gather in the French capital to talk about ways to assist billions of people in changing their cooking habits, which can lead to harmful chemicals and worsen global warming.

Cooking over open fires or simple stoves exposes 2.3 billion people in 128 countries to toxic smoke, according to the International Energy Agency (IEA), which is organizing the conference. According to an IEA analysis recently done in collaboration with the African Development Bank (ADB), those cooking techniques kill 3.7 million people annually, with women and children being the most vulnerable. The IEA’s sustainability and technology director, Laura Cozzi, told reporters that the issue “touches on gender, it touches on forestry, it touches on climate change, it touches on energy, it touches on health.”

A third of the world’s chefs use fuels such wood, charcoal, coal, animal dung, and agricultural waste, which when burned, release toxic vapors. They contaminate the air both indoors and outdoors with tiny particles that enter the lungs and lead to a variety of respiratory and cardiovascular issues, such as cancer and strokes. The third greatest cause of preventable deaths worldwide and the second worst in Africa are these cooking habits. They are a primary cause of pneumonia in youngsters.

IEA African Summit at UNESCO Paris May 2024

According to the IEA, adopting clean cooking techniques like gas or electric cooking would reduce carbon dioxide emissions by 1.5 billion tons annually by 2030. This is approximately equal to the amount of emissions from ships and aircraft last year. However, it would take billions of dollars to change the way that things are done. In order to give 250 million Africans access to clean cooking by 2030, the ADB is attempting to fund $4 billion.

That value represents a “small fraction” of the $2.8 trillion in energy investments made annually worldwide, according to a statement released by the ADB before to the meeting. However, even that tiny investment would add up to a significant amount of savings over time. The ADB estimates that the time wasted by women and girls looking for fuel wood costs the economy $800 billion annually, and the health costs might reach $1.4 trillion.

Global workshop addresses clean cooking access in Africa ahead of major Summit in May - News - IEA

Expert from the IEA Dan Wetzel stated, “Dollar for dollar, it’s hard to imagine a single intervention that could have more bang for its buck in terms of health emissions and development than this.” Such financial assistance is necessary because many African households cannot afford fuel or an adequate cooker. The IEA advises both grassroots initiatives to alter social norms and robust national leadership.

Recently, there has been more fighting over who will dominate the city. It is the last significant city in the Darfur region under military control. In a civil war that has claimed thousands of lives and driven millions from their homes, it has been engaged in combat with the paramilitary Rapid Support Forces (RSF) for over a year.

South Sudanese Civil War: What You Should Know

Although the RSF has been besieging the city since the middle of last month and threatening an attack, the army has been able to hold onto El Fasher, but tensions have been rising. Residents have been witnessing violent altercations and heavy mortar fire exchanges since Friday, a freelance journalist in the city told the BBC.

During the course of Sunday night, there was a blast in front of the Babiker Nahar Pediatric Hospital in El Fasher, which is supported by MSF, “led to the collapse of the roof above the intensive care unit and the death of two children receiving treatment there, as well as some caregivers,” the charity said in a brief statement provided to the BBC at some point during the night into Sunday.

Understanding Sudan's civil war

In addition, patients sustained injuries, and those who managed to escape sought refuge in a different hospital that had already admitted 160 injured patients on Friday. It is unclear who carried out the attack.

There has been criticism of the southern section of the city, which was formerly thought to be safer and a haven for displaced persons. El Fasher’s citizens are afraid and don’t know where to run to.

The US has placed the responsibility for the fatal bombing of a displacement camp in the Democratic Republic of Congo on the M23 rebel group and the Rwandan army. Seven children were among the nine persons who lost their lives in Friday’s attack on the Mugunga camp in the eastern city of Goma. M23 and the Congolese army each claimed responsibility for the attack.

Rwanda, which shares DR Congo’s border, has been widely charged with providing support to the rebel organization; the US has dismissed this assertion as “ridiculous”. The Rwanda Defence Force (RDF), according to spokeswoman for the Rwandan government Yolande Makalo, is a professional force that would never attack an internally displaced person’s (IDP) camp.

According to the US State Department, the RDF and the M23 group held positions from which Friday’s attack originated. The United States of America is “gravely concerned about the recent RDF and M23 expansion” in the eastern Democratic Republic of the Congo, a spokeswoman said. The spokesperson urged both sides to “respect human rights and adhere to applicable obligations under international humanitarian law”.

On Friday, there were pictures of bodies at the camp laying on the ground going viral on social media. The majority of the inhabitants had left to avoid hostilities in their hometowns and villages.

A spokesman for the DR Congo’s army in the area, Lt Col Guillaume Njike Kaiko, stated that the strike was a reprisal for prior Congolese attacks on Rwandan.

Liberia, according to Mr. Boakai, had “endured downpours of agony”. Atrocities throughout the hostilities that lasted from 1989 to 2003 included forced child military recruitment, rape, and mass executions. The court’s establishment has been met with opposition in Liberia from those who fear it will revive old wounds.Mr. Boakai, however, asserted that the court will “assist in identifying the causes and consequences of the violence” and promote “justice and healing.”

Although some individuals criticized Mr. Boakai for making a “emotional” decision, Adama K. Dempster, one of the main proponents of the creation of a war crimes court, told the BBC that it will provide closure for many others. “It’s an open show of support for war victims and survivors of the civil wars,” he stated.

The action has also been praised by allies abroad. Thanking Mr. Boakai for his “historic and courageous step to bring justice and accountability for the atrocities committed,” US Ambassador to Liberia Catherine Rodriguez expressed her admiration. She declared that the US will back the court. “We are optimistic that this initiative will bring an end to impunity for war and economic crimes, while promoting national reconciliation and sustainable peace,” said Ms. Rodriguez.

This is a significant first step toward Liberia’s establishment of a war crimes tribunal. The Ruaha National Park project was meant to double in the size as part of the project, but critics say the expansion has led to widespread abuses. Which the bank began their investigation last year after it was also accused of complicity in the right abuses. The World Bank On Tuesday, made statement that they are “deeply concerned” about the allegations. “We have therefore decided to suspend further disbursement of funds with immediate effect,” a spokesperson from the bank, which provides loans to developing countries, said.

In an attempt to enhance the “management of natural resources and tourism assets in southern Tanzania particularly and several other national parks, the bank announced the Resilient Natural Resource Management for Tourism and Growth (Regrow) project in 2017. The US-based think tank Oakland Institute claims that at least $100 million has already been paid for the initiative. There has been intense scrutiny surrounding efforts to extend the boundaries of Ruaha National Park, a 12,950-sq-km (5,000-sq-mile) conservation region that is home to lions and other wild species. For over a year Oakland Institute has reported alleged abuses linked to development which, while being funded by the bank, has been carried out by the Tanzanian authorities.

According to Oakland Institute, in September of last year, their research team spoke with a number of villagers who said that rangers supported by Regrow had sexually assaulted them.
The Oakland Institute also cited accusations in its book from a community organization and a Tanzanian MP alleging that civilians had been slain by rangers. The Tanzanian government “blatantly” broke bank policies by preparing to evict people without a written plan to resettle them, according to the institution, which also claimed that government agencies had seized cattle in large quantities in an attempt to drive residents off their land. The investigation alleged that the bank had “turned a blind eye to the horrific abuses unleased onto the communities”. The bank declared the next month that it was looking into the claims.

Anuradha Mittal, executive director of Oakland Institute, said the “long overdue” decision was a “crucial step towards accountability and justice” after the bank announced on Tuesday that it was suspending its financing of the Regrow project. “It sends a resounding message to the Tanzanian government that there are consequences for its rampant rights abuses taking place across the country to boost tourism.” The institution claimed that “adequate” and “prompt” restitution or justice should now be given to the villagers who had been “victims of gross human rights violations”. It further stated that the bank has stopped forceful eviction of communities.
The bank declared that it would “continue to work with the authorities and the local communities to ensure all possible “harmful repercussions” were avoided” and that it had “robust policies” in place to do so.

“The projects we finance are designed to support the livelihoods of the poorest and most vulnerable people, and we have robust policies in place to identify and avoid harmful impacts,”. “Recent information that we have obtained indicates possible policy violations during the REGROW project’s execution. As result, we have chosen to  immediately stop disbursing cash going forward.” He Said

The government has been accused by organizations like Amnesty International and Human Rights Watch of forcibly evicting thousands of Tanzanians from the Maasai ethnic group in order to establish a game reserve in the northern Ngorongoro region. The accusations of abuse are not restricted to tourism projects in the south.

The accusations have already been refuted by the government but is yet to comment about this latest development.

A Unitd Kingdom bill to send some asylum seekers to Africa have met with fierce criticism, but the bill passed on Monday 22 of April, 2024 when the Lords dropped their opposition to make the plan scale through. Prime minister Sunak said in a statement “nothing will stand in our way” now of getting flights off the ground. But the plan could still be held up by challenged in the court.

Before the bill was passed, the prime minister announced the flights to Rwanda would take off within 10 to 12 weeks, missing his original spring target. In his statement on Tuesday, he called the passing of the Rwanda bill “not just a step forward but a fundamental change in the global equation on migration”. “We introduced the Rwanda bill to deter vulnerable migrants from making perilous crossings and break the business model of the criminal gangs who exploit them. “The passing of this legislation will allow us to do that and make it very clear that if you come here illegally, you will not be able to stay. “Our focus is to now get flights off the ground, and I am clear that nothing will stand in our way of doing that and saving lives.” But shadow home secretary Yvette Cooper called the Rwanda plan an “extortionately expensive gimmick”.

Charities have also hit out at the scheme, with leading human rights groups describing it as a “breach of international law”. According to a live TV report by the BBC’s home affairs correspondent Tom Symonds in Calais on Tuesday morning, a group of about 30 migrants boarded a small boat on the beach and could be seen heading out into the Channel towards the UK.

When Asked about the moment shortly after during an interview on BBC Breakfast, Minister for Illegal Migration Michael Tomlinson said the bill passing was a “landmark moment”, and that the deterrent would be felt when flights get off the ground. “The numbers will start off small but there will be a regular rhythm of flights… thousands of people will eventually be removed to Rwanda and the deterrent effect will kick in,” he said.

Thousands of people have died in the East African nation due to floods in the past rainy seasons, mostly in the areas around lakes and downstream of large rivers. According to the Kenya Red Cross Society, five significant and Nine of the nation’s 47 counties have reported flooding events so far. There have been reports of mudslides in the central areas. In the western region of the nation, in Narok County, four people lost their lives on Tuesday.
